My son is 14 years old. He had two seizures last year and this year he has had 10. In the summer he had most of his seizure while fishing. He also seems to have more in the winter when he starts playing video game because he stays in the house more because of the weather. Yes, it definitely could be photosensitive epilepsy. Has he had EEG scan done? There they test the effects of flashing lights, i.e. if he does in deed suffer from photosensitive epilepsy.
Video games can Trigger Seizures. Video games to a game console ( Play Station, XBox , Wii and ect. ) have paper with warnings on it. Seizures are one of them.

In the summer they say the heat if it's too warm can trigger some people. Video games always have a warning to it even for people who don't have epilepsy. He might be getting triggered from it depending on how long & the distance & what games as well. Some games cause more flashing & it can bother a lot of peoples eyes as well for disco balls & lights like that. I found dance lights if in a small area & the dance lights being too strong can bug not just epileptic people but just normal people as well & cause headaches, etc.
I notice that curved TVs and 4k resolution give me migraines in seconds n I start loseing my ability to speak just like b4 I have a seizure doesn't matter what is on the screen
