It's good an OTC topical is helping does it look like normal hives? And it definitely could be 3000 mgs is a pretty high dose I'm at 2000 mgs and they don't want to increase it anymore it's not the most common but not super rare there is drug induced lupus which can cause a rash but it looks and feels more like lupus so you'd have the joint pains and fatigue as well

I work in a dermatology office so I see a lot of rashes it'd be easiest for me with a picture but if you can't if it looks like that its called a drug eruption or allergy.

No definitely not like that. I can feel mine coming on. It feels like when you have a mosquito bite and it starts to itch. I get it in the same areas like my stomach, upper chest, upper back, lower back, upper inside of my thighs. I use CeraVe itch relief which helps. Going to my neuro in 3 days for my blood draw. I think my Keppra level is too high.
